In Havering, the local council have updated residents that the Severe Weather Emergency Protocol (SWEP) is now in place to ensure that anyone who is sleeping rough in the borough is helped and protected, and kept warm. 

Nobody should sleep rough, and nobody should be left out in the cold, in temperatures below freezing. 

If you see anyone sleeping rough on our streets, please call 0300 500 0914 and visit this website for more information about linking rough sleepers up with somewhere warm to stay. Streetlink exists to ensure all rough sleepers in London are connected with more appropriate places to stay, and to end rough sleeping as a collective community.
